In-Game - The top 10 gaming stories of 2011

The U.S. Supreme Court conferred both legal protections and artistic credibility on the growing game industry this year, marking our largest game-related story of the year.

The past year has offered plenty of major stories to keep gamers chattering. Here's what we thought were the most important stories to hit the industry over the past 12 months.

1. Supreme court gives games First Amendment protection
In the seemingly ceaseless battle over whether video games are "art" or merely "entertainment," the art side got a big boost this year from the federal government, of all places. In a landmark 7-2 decision handed down in June, the U.S. Supreme Court ruled that video games are protected speech deserving of full protection by the First Amendment of the Constitution. The ruling struck down a California law that would have limited sales of ultra-violent games to minors, and ensured that the self-enforcement regime of the Entertainment Software Ratings Board will remain the only retail protection for such sales. More than that, though, the decision helped legitimize a young-and-growing medium as a form of expression on par with literature, movies and music as far as the law of the land is concerned.

2. PSN suffers intrusion, extended outage
What started as a seemingly routine temporary outage for Sony's online gaming network was soon revealed to be a major breach of user data that potentially put millions of credit cards at risk. As the outage stretched out over weeks, Sony got hit with lawsuits and congressional subpoenas as it struggled to beef up its security and provide protection to its users. Sony offered a bevy of freebies to its users when the service finally came back after nearly a month, but the breach in trust is likely to make many Internet users reluctant to give their credit card information out online quite so readily.

3. 3DS fails to meet sales expectations, drops price quickly
While Nintendo's glasses-free, stereoscopic 3-D portable saw healthy first day sales, the new system's retail performance?quickly bottomed out as the novelty of the 3-D gave way to a lackluster launch lineup. Worldwide sales continued to languish until Nintendo suddenly lowered the price from $250 to $170,?just four months after the March launch. Not only was it the quickest and most drastic price cut in the company's history, the company simultaneously offered 20 free downloadable classic games to sweeten the deal. The move seems to have worked somewhat. Sales have slowly rebounded going into the holiday season, thank in part to high-profile titles like "Super Mario 3D Land" and "Mario Kart 7."

4. Nintendo unveils the Wii U
All eyes were on Nintendo at this year's E3 conference as the company prepared to unveil the follow-up to its best-selling Wii, and though vague details leaked out before the show, many gamers weren't prepared for the system's radical new design. Being built around a massive controller sporting a six-inch touch screen, as well as an array of buttons, joysticks and an accelerometer, the Wii U seems obviously influenced by Apple's iPad. Yet the handheld controller won't work when taken away from the TV-connected base console, making it less than useful as a true tablet computer. Despite the odd design, demos of hybrid, two-screen games like the "Metroid"-inspired "Battle Mii" and the rhythmic "Shield Pose" have convinced some skeptics of the system's potential.

5. PlayStation Vita goes from announcement to Japanese launch in under a year
The year had barely begun when Sony first showed off its long-expected PlayStation Portable follow-up, then code-named the Next Generation Portable, sporting an everything-and-the-kitchen-sink array of features. By E3, the system had a new name ? PlayStation Vita ? and a price point starting at $250 (without optional 3G functionality). Earlier this month, the new portable launched in Japan to respectable sales numbers, though associated software sales were surprisingly less robust. With European and North American launches set for February, the rest of the world will see Sony's next major console soon enough.

6. Japanese earthquake shakes game industry
Aside from being a humanitarian disaster, the massive earthquake and tsunami that hit Japan in March caused major disruption for the country's gigantic game industry. Companies scrambled to delay and cancel games that featured apocalyptic themes that could upset victims, while damaged facilities and electricity rationing led to further delays. But the disaster also gave game companies a chance to show off their civic responsibility by raising substantial sums for philanthropic aid to help those hurt the most by the disaster.

7. Nintendo faces financial hardship
After decades of consistent profits, Nintendo's announcement that this year would likely mark its first ever fiscal loss came as a bit of a shock to industry watchers. The news was especially shocking given that the company had been riding high on record sales and profit from the Wii just two years back. Whether the financial troubles are a small blip caused by an awkward transition between console generations or a permanent transition caused by the rise of mobile phone and tablet gaming remains to be seen, but either way, it was enough to get Nintendo executives to slash their salaries and offer profuse apologies to shareholders.

8. Microsoft unleashes new, video-fueled Xbox dashboard
Video services like Netflix and Hulu Plus have long played a key role in the success of modern home consoles, but Microsoft raised the prominence of its video on demand offerings this year, rolling out a new Xbox 360 dashboard featuring video options from partners ranging from Verizon and Comcast to YouTube, Bravo and Syfy. Microsoft's video options may not have many people throwing out their cable boxes just yet, but its yet another sign that video games are no longer the exclusive focus of home game consoles.

9. Zynga goes public
After years at the top of the hot social gaming market and months of speculation and planning, Zynga finally made its first public offering of stock earlier this month. While the initial offering price was well below what many market watchers had expected a few months before, and despite that price dipping even further as trading went on, Zynga still raised over $1 billion in cash during the sale, money it will likely use to help cement its position as a major player in the industry, whether traditional game publishers like it or not.

10.?Miyamoto "retires" (but not really)
If you want to see how important a single man can be to the perceived prospects of a company, look no further that Nintendo and its creative head Shigeru Miyamoto. A Wired report quoted the long-serving Mario and Zelda creator as wanting to retire from his executive position in order to focus on more hands-on development work on smaller games. By the time Miyamoto clarified his meaning later in the week, stating emphatically that his role at the company was not changing, Nintendo's stock had already dipped 2 percent and the entire game industry contemplated seriously, perhaps for the first time, the prospect of a world without its most celebrated game creator.?

LONDON (AP) ? Britain's Prince Philip will spend a fourth night in hospital Monday, as he recovers from treatment for a blocked coronary artery.

Queen Elizabeth II's 90-year-old husband is making "good progress," but will remain under observation at Papworth, a specialist heart hospital in Cambridge, a Buckingham Palace spokesman said Monday.

The spokesman, who spoke on condition of anonymity in line with policy, said there are no details on when Philip may be released.

Philip underwent a successful coronary stent procedure at the specialist hospital, where he was taken Friday after complaining of chest pains.

"The Duke of Edinburgh continues to make good progress from the procedure. He remains in hospital under observation and in good spirits," the spokesman said.

It was the most serious health scare suffered by Philip, who is known to be active and robust. He has continued to appear at many engagements, most recently taking a 10-day tour of Australia with the queen.

He missed the Royal Family's traditional Boxing Day shooting party on Monday at the queen's private Sandringham estate in Norfolk, an event he usually leads.

Six of Philip's grandchildren, including Princes William and Harry, visited him Sunday in the hospital.

China unveils high-speed train, design inspired by ancient Chinese sword

Yahoo! News reports that China has unveiled a high-speed six-car train on Tuesday. The prototype train, which is manufactured by state-owned CSR Corp., is capable of traveling at speeds of up to 310 miles per hour.

Built from plastic reinforced with carbon fibre and magnesium alloy, the train was designed to be lightweight and inspired by an ancient Chinese sword for its looks.

The unveiling pushed through despite the high-speed rail accident that happened last July that claimed the lives of 40 people.

No-man's land attests to Japan's nuclear nightmare (AP)

IWAKI, Japan ? Fukushima was just emerging from the snows of winter when the disaster hit ? a 9.0-magnitude earthquake, the strongest in Japan's recorded history, followed by a tsunami.

The wall of water destroyed much of the northeastern coast on March 11. In the northeast region of Fukushima, a different disaster was brewing: Three reactors at the Fukushima Dai-ichi nuclear plant were melting down, irreparably damaged by the super tremor.

Now, as the snows are beginning to fall again, the government has announced the plant has attained a level of stability it is calling a "cold shutdown." As many as 3,000 workers ? plumbers, engineers, technicians ? stream into the facility each day.

The tsunami's destruction is still visible. Mangled trucks, flipped over by the wave, sit alongside the roads inside the complex, piles of rubble stand where the walls of the reactor structures crumbled and large pools of water still cover parts of the campus.

In the ghost towns around Fukushima Dai-ichi, vines have overtaken streets, feral cows and owner-less dogs roam the fields. Dead chickens rot in their coops.

The tens of thousands of people who once lived around the plant have fled. They are now huddling in gymnasiums, elementary school classrooms, bunking with friends, sometimes just sleeping in their cars, moving from place to place as they search for alternatives.

For those who lived on the perimeter of the Fukushima Dai-ichi nuclear plant, fliers used to come in the mail every so often explaining that someday this might happen. Most recipients saw them as junk mail, and threw them away without a second glance. For those who did read them, the fliers were always worded to be reassuring ? suggesting that although a catastrophic nuclear accident was extremely unlikely, it could require evacuating the area.

Never was it even hinted that the evacuation could last years, or decades.

At most of the shelters, food is doled out military-style, at set times. Personal space is extremely limited, often just big enough to fit a futon and the collective snoring at night makes sleep fitful, at best. Baths are public, cramped, dark.

The total amount of radiation released from the plant is still unknown, and the impact of chronic low-dose radiation exposures in and around Fukushima is a matter of scientific debate.

Recent studies also suggest Japan continues to significantly underestimate the scale of the disaster ? which could have health and safety implications far into the future.

According to a study led by Andreas Stohl the Norwegian Institute for Air Research, twice as much radioactive cesium-137 ? a cancer-causing agent ? was pumped into the atmosphere than Japan had announced, reaching 40 percent of the total from Chernobyl. The French Institute for Radiological Protection and Nuclear Safety found 30 times more cesium-137 was released into the Pacific than the plant's owner has acknowledged.

Under a detailed roadmap, plant operator Tokyo Electric Power Co. will remove the melted nuclear fuel, most of which is believed to have fallen to the bottom of the core or even down to the bottom of the larger, beaker-shaped containment vessel, a process that is expected to begin in 10 years.

All told, decommissioning the plant will likely take 40 years.

(AP) ? North Korea's next leader burnished his diplomatic skills Monday, welcoming a private South Korean mourning delegation as state media revealed a new title that gives Kim Jong Un authority over political matters.

Kim Jong Un has rapidly gained prominence since the death of his father Kim Jong Il on Dec. 17, and his brief meeting with a group led by a former South Korean first lady and a prominent business leader shows Seoul that he is assured in his new role.

State media have showered Kim with new titles. On Saturday, the North referred to him as "supreme leader" of the 1.2 million-strong armed forces and said the military's top leaders had pledged their loyalty to him. On Monday, the Rodong Sinmun newspaper described him as head of the Central Committee of the Workers' Party ? a post that appears to make him the top official in the ruling party.

On Monday, a South Korean delegation stood in a line on a red carpet and bowed silently during their visit to the Kumsusan Memorial Palace, where Kim Jong Il's body is lying in state in a bier surrounded by flowers and flanked by an honor guard.

Kim Jong Un gave the South Koreans his thanks after they expressed condolences and sympathy, the North's official Korean Central News Agency said. Seoul's Unification Ministry confirmed the meeting in a statement but didn't elaborate.

The lead delegates were the widow of former South Korean President Kim Dae-jung, who engineered a "sunshine" engagement policy with the North and held a landmark summit with Kim Jong Il in 2000, and Hyundai Group Chairwoman Hyun Jeong-eun, whose late husband had ties to the North.

Their meeting with Kim Jong Un could be intended to push South Korea to pursue previously agreed upon cooperative projects that would give North Korea much-needed aid, said Yang Moo-jin, a professor at the University of North Korean Studies, which is in South Korea.

Footage from AP Television News in North Korea earlier showed the South Koreans being greeted by North Korean officials during a stop at a factory park in the North Korean border town of Kaesong. North Korea sent delegations to Seoul when the women's husbands died.

Monday's meeting appeared to be Kim Jong Un's first reported meeting with South Koreans since his father's death.

The Kim family has extended its control over the country of 24 million people to a third generation with Kim Jong Un, who is in his late 20s and was revealed last year as his father's choice among three sons for successor.

Kim Jong Il, who ruled North Korea for 17 years, wielded power as head of three main state organs: the Workers' Party, the Korean People's Army and the National Defense Commission. His father, North Korea founder Kim Il Sung, remains the nation's "eternal president" long after his 1994 death.

Kim Jong Un was named a vice chairman of the Central Military Commission of the Workers' Party last year, but was expected to ascend to new military and political posts while being groomed to become the next leader.

Monday's reference to his new title was in commentary in the Rodong Sinmun newspaper, the mouthpiece of the Workers' Party, urging soldiers to dedicate their lives "to protect the party's Central Committee headed by respected Comrade Kim Jong Un." Rodong Sinmun has also called on the people to become "eternal revolutionary comrades" with Kim Jong Un, "the sun of the 21st century."

The language echoed slogans used years ago to rally support for Kim Jong Il, and made clear the son is quickly moving toward leadership of the Workers' Party, one of the country's highest positions, in addition to the military.

North Korea refers to Kim Il Sung as the "sun" of the nation and his birthday is celebrated as the "Day of the Sun," and state media have sought to emphasize Kim Jong Un's role in carrying out the Kim family legacy throughout his succession movement.

His titles are slight variations of those held by his father, but appear to carry the same weight. It was unclear whether the nation's constitution had been changed to reflect the transfer of leadership as when Kim Jong Il took power after his father's death.

Mourning continued, meanwhile, despite frigid winter weather, in the final days before Kim Jong Il's funeral is set to take place Wednesday and a memorial Thursday.

People continued lining up Monday in central Kim Il Sung Square, where a massive portrait that usually features Kim Il Sung has been replaced by one of Kim Jong Il, to bow before his smiling image and to lay funereal flowers. Heated buses stood by to give mourners a respite from the cold, and hot tea and water were distributed from beverage kiosks.

Islander Richard Clarke clinches spot at London Olympic Games qualifier

A pair of Canadian sailors with high hopes for this summer?s Olympics in London has surged closer to their goal by placing 10th at a qualification event in Australia over the weekend.

Salt Spring?s Richard Clarke and Quebec?s Tyler Bjorn had been in fifth place overall until a penalty incurred late in a multi-day Star-class race series in Perth dropped the pair to 10th spot.

Given their successful racing season to date, Clarke and Bjorn had mixed emotions when the two-week competition wrapped up on Dec. 17.

?We are quite happy to have the Olympic qualification out of the way. We never doubted we would do it, however, this event highlighted some of our weaknesses so we have some hard work ahead to make the podium in London,? Clarke said.

Qualifying for the Games more than six months before race day affords the sailors a chance to focus attention on tuning up those weaker spots and fundraising for training, travel and support staff.

?We are happy getting the qualification out of the way as early as we could here,? said national team coach Steve Mitchell. ?It?s one more step on the way to the podium in Weymouth (sailing venue for the London 2012 Games) and was always our main goal here in Perth.

?Our program has always been about the long game, with one goal at the end. Now the hard work really starts.?

Clarke and Bjorn will head home for the holidays, but there won?t be much relaxing before their 2012 training season starts in January in Florida.

?It?s important to not have large gaps in our training so we continue our evolution into a top-three team,? Clarke said.

Analysis: Isolated on tax cut, House GOP blinks (AP)

WASHINGTON ? With tea party-backed first-termers calling the shots, House Republicans snatched political defeat from the jaws of victory in a year-end showdown over Social Security payroll tax cuts and jobless benefits.

This time, they pushed the country to the brink ? and wound up blinking.

"In the end House Republicans felt like they were re-enacting the Alamo, with no reinforcements and our friends shooting at us," said veteran Republican Rep. Kevin Brady of Texas.

Precisely.

By spurning a deal that Senate Republicans had embraced, for a two-month extension of tax cuts for 160 million Americans and jobless benefits for millions more, the House wing of the party isolated itself politically and by some calculations improved President Barack Obama's re-election prospects.

Friday brought a humbling surrender, the only realistic alternative despite grumbling from scattered holdouts and Newt Gingrich, courting tea party support in the race for the presidential nomination.

By then, even allies said Republicans had become vulnerable to Obama's accusation that they, alone, were threatening a fragile economic recovery and the well-being of the employed and unemployed alike. "Right now, the bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1," Obama said Tuesday after the House rejected the two-month measure that had sailed through the Senate on a vote of 89-10.

The reliably conservative editorial page of The Wall Street Journal piled on, referring to a circular Republican firing squad. The GOP has "achieved the small miracle of letting Mr. Obama position himself as an election-year tax cutter. ... This should be impossible," it wrote on Wednesday.

One poll said Obama ran ahead of Republicans when it came to handling taxes, an issue that has generally favored the GOP since Ronald Reagan sat in the White House three decades ago.

No less critical were Senate Republicans, fearing the impact on their own political prospects, both individually and as a group eager to gain a majority in the 2012 elections. A gain of four seats would give them control, and several close races are likely. Losses suddenly seemed possible instead. There was in even talk that the hardline stance by House Republicans was putting the GOP's big majority in that chamber in danger.

Most importantly, for the first time all year, Senate GOP leader Mitch McConnell wasn't in a position to help as House Speaker John Boehner sought to carry out the wishes of his rank and file, the Kentucky senator having voted for the bill that House Republicans insisted was a loser.

At its core, the dispute was a simple one.

Talks between the two parties in the Senate on a full-year extension faltered when negotiators could not agree on the cuts needed to make sure the measure did not increase deficits. The two-month stopgap bill was designed to keep the tax cuts and jobless benefits going until the negotiations could resume again after the first of the year.

To the tea party types, that smacked of government as usual, precisely what they came to Washington to change.

"We're as unified as we've been all year," said Rep. Louie Gohmert, R-Texas, on the night before the House Republicans rejected the Senate bill, demanded negotiations on a compromise and drove themselves into a political dead end.

This time, Senate Majority Leader Harry Reid and Democrats had no incentive to negotiate, unlike earlier when brinkmanship pushed the government to the edge of a partial shutdown or an unprecedented default.

They and the White House had already caved to Republican demands that any extension be paid for, and that Obama decide within 60 days whether to allow construction of an oil pipeline from Canada to Texas.

The president had threatened to veto any measure that linked tax cuts and the pipeline, hoping to postpone a decision on the project until after the election. Late last week, he did an about-face and demanded Congress send him a bill that did precisely that.

The reversal gave Republicans the political victory some had sought if they were going to approve an extension of the tax cuts and jobless benefits at the core of Obama's jobless program.

Boehner told House Republicans as much in a conference call on Saturday, according to several officials who listened. They added he recommended no specific course of action and sought the all views.

Some lawmakers suspected Boehner had acquiesced in the two-month extension that McConnell worked out, and he was challenged on it 48 hours later in a closed-door meeting. He bristled at the accusation, according to several participants, and denied it flatly.

There were hints of infighting. Behind closed doors, one Republican lawmaker raised a concern about a memo ? inaccurate, he said ? from an unidentified staff aide who wrote that Boehner favored a more conciliatory approach than Majority Leader Eric Cantor and other members of the leadership.

"We're here and ready to work," Boehner told reporters on Wednesday morning. He spoke at a made-for-television event with Cantor and the eight Republicans, including three first-termers, appointed to conduct non-existent negotiations with Democrats.

Little more than 24 hours later, the charade ended when Boehner informed his own rank and file, no consultations permitted.

By then, even two newcomers to the House had issued public statements calling for an end to the standoff.

"I don't think that my constituents should have a tax increase because of Washington's dysfunction," said freshman Rep. Sean Duffy, R-Wis., now a voting member of the government he was criticizing.

The struggle over, Reid said he hoped the episode had been "a very good learning experience, especially to those who are newer" to Congress.

"Everything we do around here does not have to wind up in a fight."

Bellflower track coach charged with molesting girl

? Prosecutors say a Bellflower athletics coach has been charged with molesting a girl for five years, starting when she was 13.

Deputy District Attorney Nicole Lai Vo says 48-year-old Bryan Shepherd was charged Wednesday with 20 counts of sex-related crimes in the alleged molestation. The charges include child molestation, oral copulation of a minor, sodomy of a minor and unlawful sexual intercourse.

Vo says the Bellflower High School coach molested one victim from the time she was 13 in 2005 until she was 17 in 2010.

Shepherd coached girls basketball and track and field.

He was arrested Tuesday is being held on $3 million bail.

Guild criticizes OWS, NYPD over "Law & Order" set snaffu (Reuters)

NEW YORK (TheWrap.com) ? The Writers Guild of America-East has written an open letter to the Occupy Wall Street movement and New York Police Department criticizing protesters who dismantled a "Law and Order: SVU" set designed to replicate the occupation, and police who then halted shooting on the show.

Yes, that's the WGAE complaining about OWS and the NYPD over "L&O: SVU." Not since the WPA have so many enjoyed so much alphabet soup.

The eastern branch of the union, an affiliate of the AFL-CIO, says it has "strongly and actively supported the Occupy Wall Street movement from its inception," and that it was frustrated that protesters dismantled a set last week, given that the show is written by union writers and that union crews work on it.

"The demonstrators' actions were as misguided and inappropriate as the City of New York's response -- revoking 'Law & Order''s permit for the shoot and directing the dismantling of its set," the union wrote. "Presumably the protesters and police did not set out to achieve a common end but together they prevented the scene from being filmed and the story from being told."

The NBC legal drama -- the last one standing from the once-thriving "Law & Order" franchise -- was scheduled to film on the "Mockupy" Wall Street set early Friday. It was created in downtown Manhattan, near the State Supreme Court building where "L&O" shows have frequently filmed.

Protestors danced, waved flags, poked through the library and kitchen elements of the set and even crawled inside tents, despite objections from people guarding the "L&O" production. One protester carried a sign that said, "We are a movement, not a TV plot."

Added the WGAE: "We continue to support Occupy Wall Street's aims and in the tradition of a city with a long history of upholding the right of free, peaceful speech for all, urge both the members of OWS and the police to treat last week's occurrence as an isolated incident, vowing that it not be repeated."

U.S. "in contact with all sides" on Iran sanctions (Reuters)

TOKYO (Reuters) ? The United States is in close contact with all parties including China on new sanctions against Iran, suspected by the West of developing nuclear weapons, Deputy Secretary of Energy Daniel Poneman said on Thursday.

Poneman also said the United States would work with partners to ensure the global oil market remains well supplied.

"The United States is in very frequent and close contact with many members in the international community, certainly including China, our key partner in the U.N. Security Council," he told reporters of consultations on the sanctions.

"So we have very robust and continued consultation with all of those partners, including China."

His comments came a day after the U.S. House of Representatives passed legislation Wednesday that would expand sanctions on Iran, cracking down on a wider range of energy issues and closing some loopholes in existing energy and financial sanctions.

Some senators in both parties are also working on legislation to tighten sanctions on Iran, the world's fifth-biggest oil exporter.

"We'll have many consultations with U.S. Congress and I think you'll end up hearing the United States and the international community speaking with one voice in terms of the importance of Iran responding to these global requirements to comply with their international commitments," Poneman said.

Asked if the United States was concerned if China, the biggest buyer of Iranian crude, kept importing while other countries cut, he declined to comment directly but said it was important the oil market was well supplied.

"If the market remains well supplied, then alternatives to Iranian purchases are going to be available. That is why we particularly welcome continued efforts by the existing producers. I'm pleased also to see the production coming back," he said, referring to output resumption from Libya and Iraq.

"As long as we can work, with producers and consumers, to make sure that global market requirements and those of individual nations are met, that's the best thing we can do in the short term."

In the long term, it was important to change excess dependence on oil imports and diversify to other types of energy sources, such as nuclear power and renewable, he said.

Poneman was visiting Tokyo to discuss issues including nuclear cooperation with Japan following the radiation crisis at the Fukushima Daiichi power plant triggered by the March 11 earthquake and tsunami.

Egypt's Islamists claim most seats in run-off vote (Reuters)

CAIRO (Reuters) ? The Muslim Brotherhood said on Wednesday it had won most seats in an opening round of run-offs in Egypt's staggered parliamentary vote, consolidating its lead over rival liberals and hardline Salafi Islamists.

The Brotherhood's Freedom and Justice Party (FJP), which has promised to work with a broad coalition in the new assembly, secured 34 individual seats out of the 45 it contested in the run-offs on Monday and Tuesday, a party source told Reuters.

Official results are not expected until Thursday.

A total 56 individual seats were up for grabs in the first round of the election, with others assigned to party lists. Two more rounds follow, with the last run-off set for mid-January.

Salafis were the surprise runners-up in the opening stage of the ballot but the Islamist rivals are playing up their differences, giving liberals scope to take part in a post-election government and shape the future constitution.

The conservative Brotherhood's early lead will disappoint many of the democracy activists who led protests that toppled President Hosni Mubarak in February, but it confirms a trend set by Islamist election wins in post-uprising Tunisia and in Morocco.

It has also unnerved Israel, which called on Egypt this week to preserve their 1979 peace treaty, and the United States which has backed the peace deal with billions of dollars in military aid for both countries over the past three decades.

The Brotherhood has emphasized the political reform agenda it shares with a broad range of groups that took part in the uprising, playing down the socially conservative agenda usually associated with Islamist movements.

The FJP already secured two clear-cut wins for its individual candidates last week and its party list won 36.6 percent of valid votes, with the Salafi party al-Nour's list second at 24.4 percent. Two thirds of parliament seats will be assigned proportionally to party lists.

Brotherhood leader Mohammed Badie has also denied suggestions that Islamists would tussle with the army generals who took control when Mubarak was overthrown.

Parliament's popular mandate will make it difficult for the military council to ignore, but the army will keep hold of the levers of power until a presidential election in June, after which it has said it would hand over power to civilians.

The army announced on Tuesday it would give more decision-making powers to its newly-picked prime minister, Kamal al-Ganzouri, in an apparent attempt to deflate criticism that it is seeking to retain its authority over the political transition.

Ganzouri, tasked with forming a "government of national salvation" after violent street protests last month, announced a new cabinet with many incumbents keeping their portfolios.

But he picked a new finance minister with the tricky job of stabilizing an economy battered by months of unrest and has yet to declare his new interior minister, who will replace a predecessor criticized for failing to reform the police force.
