STOCKTON, CA - Before a standing-room-only audience, Stockton swore in a new mayor and two new council members Tuesday night.
The ceremony happened at a larger county building because so many friends and family were expected to attend, but the supervisors' chambers were also too small. Dozens of people couldn't get in and had to watch the event on large screens outside the room.

Mayor Anthony Silva was sworn in by former San Francisco mayor and former Speaker of the Assembly Willie Brown.
"In America, the mayors are really the ones that do the job. Not the President, or the government or senators," Brown told Silva. "Everybody in your town is looking for you for leadership."
Attorney Moses Zapien and Stanford graduate Michael Tubbs are also new to the city council, and all three newcomers expressed gratitude to supporters, while pledging to get Stockton through its many challenges.
"I promise you, if you don't give up on Stockton, Stockton won't give up on you. People wanted change. Tonight, we begin a new chapter in city history," said Silva.
One vacant council seat remains after Susan Eggman moved on to the State Senate. The council meets again Wednesday night to begin the process of selecting the 7th member of the Stockton City Council.
